THE ZAMBIA LAW DEVELOPMENT COMMISSION PUBLISHES THE SIMPLIFIED AND TRANSLATED VERSIONS OF THE CONSTITUTION OF ZAMBIA (AMENDMENT) ACT NO. 13 OF 2025 AND THE ELECTORAL PROCESS (AMENDMENT) ACT NO. 12 OF 2026.
The Zambia Law Development Commission (“ZLDC or the Commission”) is pleased to announce the publication of the Simplified and Translated Versions of the Constitution of Zambia (Amendment) Act No. 13 of 2025 and the Electoral Process (Amendment) Act No. 12 of 2026. Following the enactment of the aforementioned Acts of Parliament, the Commission undertook the simplification and translation of these laws in accordance with its mandate under Section 4 of the Zambia Law Development Commission Act, Chapter 32 of the Laws of Zambia. Among its statutory functions, the Commission is mandated to translate any piece of legislation into local languages in order to promote public understanding and accessibility of the law. In fulfilment of this statutory mandate, the Commission has developed simplified versions of the Constitution of Zambia (Amendment) Act No. 13 of 2025 and the Electoral Process (Amendment) Act No. 12 of 2026, and has translated those simplified versions into Zambia’s seven major local languages, which include: Icibemba, Citonga, Lunda, Silozi, Ciluvale, Cinyanja and Kiikaonde, respectively. In addition, the Commission has produced Zambian Sign Language versions of the simplified publications, which can be accessed on the Commission’s official website and YouTube channel to promote wider public understanding of the law. The Commission is pleased to inform members of the public that the simplified and translated publications are available (free of charge) on the Commission’s official website and social media platforms. The Zambian Sign Language versions are also available on the Commission’s website and official YouTube channel. To ensure wider accessibility, the Commission will progressively roll out the publications through media houses and district-level institutions responsible for disseminating public information, while continuing to leverage its digital platforms and strategic partnerships to reach citizens across the country. This publication is particularly significant as the Zambia Law Development Commission this year commemorates 30 years since its establishment as a Statutory body in 1996. For three decades, the Commission has remained steadfast in fulfilling its mandate of reviewing the laws of Zambia and making recommendations for their reform and development, ensuring that the country’s legal framework continues to respond to the evolving needs, aspirations and realities of the Zambian people. We encourage all members of the public, educational institutions, civil society organisations, traditional leaders, faith-based organisations and other stakeholders to access these publications and utilise them in promoting legal literacy and civic education. Please note that the simplified, translated and Zambian Sign Language versions of these publications have been prepared solely to promote public understanding of the law. They do not replace, amend or constitute the official texts of the Constitution of Zambia (Amendment) Act No. 13 of 2025 and the Electoral Process (Amendment) Act No. 12 of 2026. In the event of any inconsistency, the official Acts, as enacted by Parliament and published in the Government Gazette, shall prevail.
