The Commission, in collaboration with the Department of Immigration, convened a multi-stakeholder brainstorming meeting on 17th March 2025 at the Ministry of Home Affairs and Internal Security. The meeting focused on initiating the review of the Immigration and Deportation (General) Regulations issued under the Immigration and Deportation Act No. 18 of 2010.
The engagement brought together representatives from key Ministries, the Government Departments, and Non-Governmental Organisations (NGOs), reflecting a whole-of-government and a multi-sectoral approach to immigration governance. Participants contributed insights on labour regulation, national security, migration management, and the protection of human rights, areas central to an effective and responsive immigration framework.
The meeting followed a formal request submitted in February 2026 by the Department of Immigration, mandating the Commission to undertake a comprehensive review of the existing Regulations. This process responds to growing recognition that the current regulatory
The framework has become outdated and no longer adequately reflects evolving legal standards, administrative practices, and emerging migration trends.
The review is expected to result in a modernised regulatory framework that is responsive to contemporary migration dynamics, strengthens institutional coordination, and enhances Zambia’s capacity to manage immigration effectively while safeguarding national interests and human rights.
