ZLDC HANDS OVER DRAFT ANTI-HUMAN TRAFFICKING REGULATIONS AS GOVERNMENT REAFFIRMS COMMITMENT TO COMBATING TRAFFICKING IN PERSONS

The Zambia Law Development Commission today handed over a Project Report and Draft Regulations to operationalise the Anti-Human Trafficking Act No. 11 of 2008, during a ceremony held at the Ministry of Home Affairs and Internal Security.
The handover marks an important step towards strengthening Zambia’s response to trafficking in persons. The ceremony was attended by members of the Anti-Human Trafficking Committee and cooperating partners, including the United States Embassy and Save the Children.
Speaking on behalf of the Commission Chairperson, Hon. Mrs. Justice Ruth Chibbabbuka, Vice Chairperson Dr. Chipo Mushota Nkhata stated that the Draft Regulations are intended to move the law from principle to practice by providing clear procedures and standards for implementation, including provisions relating to victim protection, shelters and reintegration.
She further reaffirmed the Commission’s commitment to continued collaboration with the Ministry in strengthening the legal and institutional framework for combating trafficking in persons, and expressed appreciation to the Ministry for its continued trust in entrusting the Commission with law reform assignments under its portfolio.
Receiving the Draft Regulations on behalf of the Minister of Home Affairs and Internal Security, Hon. Jack J. Mwiimbu, SC, Permanent Secretary Mr. Dickson Matembo described the development as a significant milestone. He noted that while the Act provides a strong legal framework, the development of Regulations will further strengthen its implementation and support more effective enforcement, in line with Zambia’s international commitments, including the Palermo Protocol. He further emphasised that human trafficking remains a serious crime affecting vulnerable groups, particularly women and children.
The Permanent Secretary expressed appreciation to the Commission for the work undertaken and reaffirmed the Ministry’s commitment to continued collaboration in ensuring the effective operationalisation of the Act.
