The Zambia Law Development Commission (ZLDC), a statutory body established under the Zambia Law Development Commission Act, Chapter 32 of the Laws of Zambia, invites applications from suitably qualified and experienced Zambians to fill the following vacant positions arising from the approved revised organisational structure.
- SENIOR RESEARCH OFFICER – LAW REFORM (ZLDC 3)
Reports to: Manager, Research and Law Reform
Job Purpose: To undertake specialised law reform work in support of the Commission’s mandate to make recommendations for law reform and development, including the preparation of proposed Bills and related reform proposals.
Key Duties and Responsibilities:
- Prepare recommendations for law reform, including proposed (layman’s) Bills;
- Review Bills and other subject matter referred to the Commission and provide technical input;
- Ensure law reform outputs are informed by research findings and stakeholder input;
- Participate in consultations and deliberative processes by providing technical input and clarification;
- Supervise Research Officers and manage the delivery of assigned outputs.
Minimum Qualifications and Experience
- Full Form V/Grade 12 School Certificate
- Bachelor’s degree in law;
- Minimum five (5) years’ post-qualification experience in legal research or policy analysis.;
- A minimum of 2 years of experience in a formal supervisory role, with demonstrated success in managing team performance, workflows, and operational delivery.
- Legislative drafting experience is an added advantage.
2. SENIOR RESEARCH OFFICER – LEGAL RESEARCH (ZLDC 3)
Reports to: Manager, Research and Law Reform
Job Purpose: To undertake legal research and analysis to inform the Commission’s recommendations for law reform, legal opinions, and submissions on matters under consideration.
Key Duties and Responsibilities
- Conduct legal research on matters under review by the Commission;
- Analyse Bills and other subject matter referred to the Commission and provide research input;
- Prepare legal research reports, opinions, and analytical inputs;
- Participate in consultations and internal review processes by providing technical input and clarification;
- Supervise Research Officers and manage delivery of assigned outputs.
Minimum Qualifications and Experience

- Bachelor’s Degree in Law;

- SENIOR RESEARCH OFFICER – SOCIAL RESEARCH (ZLDC 3)
Reports to: Manager, Research and Law Reform
Job Purpose: To undertake applied research to support evidence-based recommendations for law reform.
Key Duties and Responsibilities
- Undertake applied research to inform evidence-based recommendations for law reform;
- Design and lead stakeholder engagement and consultation activities relevant to law reform initiatives, and provide technical input and clarification during these processes;
- Undertake post-legislative review work focusing on implementation and practical impact of legislation;
- Supervise Research Officers and manage delivery of assigned outputs.

- Bachelor of Arts Degree or related field;

- SENIOR RESEARCH OFFICER – INFORMATION AND EDUCATION (ZLDC 3)
Reports to: Manager, Research and Law Reform
Job Purpose: To support the Commission’s law reform mandate through information management, public legal education, and dissemination of law reform work, in order to promote public understanding and participation.
Key Duties and Responsibilities
- Manage the Commission’s legal and research information resources, including the library function;
- Disseminate information arising from law reform work, including reports, proposed Bills, and recommendations;
- Facilitate public access to law reform information and promote public participation;
- Maintain institutional records and track the status and uptake of recommendations for law reform made by the Commission;
- Supervise Research Officers and the Library Officer and manage delivery of assigned outputs.
Minimum Qualifications and Experience
- Full Form V/Grade 12 School Certificate
- Bachelor of Arts Degree in Information Studies, Library Science, Law, Public Policy, Education, or a related field;
- At least five (5) years’ relevant experience in information management, research support, or public education;
- Demonstrated ability in digital and visual communication is an added advantage.
- A minimum of 2 years of experience in a formal supervisory role, with demonstrated success in managing team performance, workflows, and operational delivery.
5. EXECUTIVE ASSISTANT TO THE DIRECTOR (ZLDC 4)
Reports to: Director and Commission Secretary
Job Purpose: To provide high-level executive, administrative, and coordination support to the Director and Commission Secretary in order to facilitate effective leadership, communication, and decision-making.
Key Duties and Responsibilities
- Provide executive and administrative support to the Director and Commission Secretary;
- Coordinate meetings, prepare briefs, minutes, and follow-up action points;
- Manage confidential correspondence, records, and schedules;
- Liaise with internal and external stakeholders on behalf of the Director;
- Support coordination and tracking of institutional programmes and assignments.
Minimum Qualifications and Experience
- Full Form V/Grade 12 School Certificate
- Bachelor of Arts Degree in Public Administration, Business Administration, or a related field;
- Minimum of three (3) years’ relevant supervisory experience in an executive or senior administrative support role.
- Post-qualification experience in legal research or policy analysis will be an added advantage.
- PLANNING & MONITORING AND EVALUATION OFFICER (ZLDC 4)
Reporting to: Director and Commission Secretary
Job Purpose: To coordinate institutional planning, monitoring, evaluation, and reporting to support effective implementation of the Commission’s strategic objectives.
Key Duties and Responsibilities
- Coordinate preparation of strategic plans, work plans, and budgets;
- Monitor and evaluate programmes and projects;
- Prepare quarterly and annual performance reports;
- Develop and maintain M&E systems and tools.
Minimum Qualifications and Experience
- Full Form V/Grade 12 School Certificate
- Bachelors of Science Degree in Planning, Monitoring & Evaluation in Economics, Development Studies, Law or related field;
- Post Graduate Diploma in M&E will be an added advantage.
- Member of the Zambia Institute of Planners.
- 2 years post-qualification experience in M & E
- A minimum of 2 years of experience in a formal supervisory role, with demonstrated success in managing team performance, workflows, and operational delivery.

- PUBLIC RELATIONS OFFICER (ZLDC 4)
Reporting to: Director and Commission Secretary
Job Purpose: To manage public relations, media engagement, and stakeholder communication to enhance the Commission’s public image and visibility.
Key Duties and Responsibilities
- Implement communication and public relations strategies;
- Manage media relations and public inquiries;
- Coordinate public awareness and outreach programmes;
- Manage website and social media content.
Minimum Qualifications
- Full Form V/Grade 12 School Certificate
- Bachelor’s Degree in Public Relations, Mass Communication, Journalism, or related field.
- 2 Years post-qualification experience managing media relations added advantage
- INTERNAL AUDITOR (ZLDC/4)

Job purpose: To provide independent assurance on internal controls, risk management, and governance processes.
Key Responsibilities
- Conduct internal audits and risk assessments;
- Review compliance with financial and operational procedures;
- Prepare audit reports and follow up on recommendations.
Minimum Qualifications

- Bachelor’s degree in Accounting, Finance, or Auditing;

.Job Purpose: To supervise and undertake the provision of human resource, administrative, and logistical support services in order to facilitate efficient and effective operations of the Commission.
Key Duties and Responsibilities
- Conduct human resources management functions to enhance staff morale and optimize utilization of human resources.
- Conduct human resources planning and forecasting to maintain an optimum number of staff.
- Conduct human resource development functions to facilitate staff development and enhance staff performance.
- Provide administrative and logistical support services to facilitate efficient and effective operations.

Report to: Finance Manager
Job Purpose: To secure and optimize ICT infrastructure, deliver reliable technical support, and accelerate cloud-driven workflow automation to ensure business continuity and organizational innovation.
Key Duties and Responsibilities
Maintain, monitor and secure network infrastructure, servers, firewalls, switches and wireless systems.
- Administer Windows/Linux servers, Active Directory, DNS, DHCP, and endpoint management.
- Provide timely technical support and troubleshooting for hardware, software, email, printers and connectivity issues.
- Manage user accounts, permissions, onboarding/offboarding and access control.
- Implement and maintain cloud services (e.g., Microsoft 365, Azure, AWS) and cloud-based applications.
- Design, deploy and maintain backups, disaster recovery plans and business continuity measures.
- Develop, deploy and support workflow automation and integration solutions to improve business processes.

Report to: Director
Job Purpose: To provide comprehensive technical support for the procurement of goods, services, and works in order to facilitate institutional operations and ensure consistent material availability across all Commission departments
Key Duties and Responsibilities
- Procurement Operations: Execute day-to-day procurement operations for goods, works, and services in strict compliance with public procurement regulations and ZLDC guidelines.
- Tender Management: Prepare technical bidding documents, requests for proposals, and formal contract papers.
- Evaluation & Reporting: Assist in evaluating supplier bids, conduct market research, and draft detailed evaluation reports for management.
- Contract Administration: Monitor supplier performance and track contract fulfillment to ensure compliance with delivery timelines and specifications.
- Supplier Relations: Maintain and update an authorized register of pre-qualified suppliers, contractors, and service providers.

12. SECRETARY (GRADE: ZLDC 5)
Report to: Executive Assistant
Job Purpose
To undertake the provision of comprehensive secretarial and administrative support services to the Office of the Director and Commission Secretary in order to facilitate efficient, secure, and effective office operations.
Key Duties and Responsibilities
- Correspondence Management: Receive, log, and route internal and external correspondence daily to ensure prompt attention and action.
- Document Production: Undertake accurate, high-quality typing of documents and take dictation/shorthand to facilitate timely transcribing into mailable correspondence.
- Diary Management: Maintain an accurate and up-to-date official diary of appointments, meetings, and assignments for department officers.
- Communication Link: Manage incoming and outgoing telephone calls professionally to facilitate seamless internal and external communication.
- Visitor Relations: Receive and attend to office visitors politely and professionally to enhance the corporate image of the Commission.
- Office Hospitality: Coordinate and serve refreshments to officers and official visitors during meetings.
- Resource Custody: Maintain responsibility and care for all office equipment and resources under the job holder’s charge.
Minimum Qualifications
- Minimum Formal Education: Full Form V / Grade 12 School Certificate with at least five (5) O-Level credits, including English Language.
- Professional Qualifications:
- Diploma in Secretarial Studies (Typing and Shorthand).
- Certified Shorthand speed of 80 wpm and Typing speed of 45 wpm.
- Valid membership with the Professional Secretaries Association of Zambia (PSAZ).
- Minimum Relevant Experience: Two (2) years of practical pre-job experience in a busy professional or public service environment.

Reports to: Executive Assistant
Job Purpose
To undertake the thorough cleaning of offices, common areas, and utensils in order to maintain a hygienic, organized, and highly conducive working environment for Commission staff and visitors.
Key Duties and Responsibilities
- Office & Common Area Maintenance: Clean, dust, and sanitize offices, corridors, boardrooms, and communal spaces daily.
- Utensil Management: Wash, clean, and properly store kitchen utensils, crockery, and cutlery used in the office.
- Waste Management: Collect and safely dispose of office waste and trash to designated disposal points.
- Office Assistance: Assist with the movement of files, heavy documents, or small office equipment between departments as assigned.
- Resource Management: Ensure the safe custody and economical use of cleaning materials and tools placed under charge.
Minimum Qualifications
- Formal Education: Full Form V / Grade 12 School Certificate or General Certificate of Education (GCE) with passes in English and other subjects.
- Experience: Previous experience in institutional cleaning, hospitality, or corporate office maintenance will be an added advantage.
